Conservation Minutes 11/7/16

Newbury Conservation Commission (NCC)
November 7, 2016

Members Present: Katheryn Holmes, Chair; Eric Unger, Vice Chair; Bob Stewart, Sue Russell, Bill Annable.

Russell Smith, Select Board Member was in attendance.

Ms. Holmes called the meeting to order at 7:07 p.m.

ADMINISTRATIVE

INTENT TO CUT:
There were no Intent to Cut applications to review.

BUFFER ZONE CUT:

The following Buffer Zone Cuts have been found to be in compliance:  

  • Anderson,  161 Grace Hill Road, Newbury.  Ms. Holmes stated that it was a very thorough application.  Approved.
  • McLaughlin/Sunapee Family Properties - Bowles Road, Newbury.  Tax Map/Lot #16-544-079.  Mr. Smith reported that the Board of Selectmen have approved this application. Approved.
DES:  

  • Ronald Ferris – 131 Grace Hill – Amendments to Shoreland Impact Permit 2016-0073.  Ms. Holmes stated that the Code Enforcement Officer is looking into this.  
  • Division of Forest and Lands – Letter – Jon Martin, manager of Mountain Road property of Roy and Emil Burns (347 acres).  Ms. Holmes asked if Mr. Unger could contact Mr. Doug Miner.  There was some discussion on whether Andrew Brook skirts through this property.  This application was reviewed and approved by the Divison of Forests and Lands.
  • Complete Forestry Notification – Richard Digilio, High Mowing Family Trust – Tax Map #027-007481.  Received notification that work can begin provided the listed conditions.
  • Complete Forestry Notification – Kenneth C. Brown, Tax Map # 049-061-177 & 049-273-009.  Received notification that work can begin provided the listed conditions.
  • Letter of Deficiency – Jeff Andrews, Great Island.  Mr. Smith said there are a lot of things that are wrong regarding this property according to the Code Enforcement Officer.  There are a lot of septic system issues.  DES is looking into this situation.
  • Cynthia and David Lapp - 103 Bay Point Road- Received Application for Retaining Wall Repair & Replacement.  We received their application, but they have not received a permit yet.

COMMUNICATIONS
  • Ms. Holmes reminded everyone that the conference is this weekend.  She will be attending, but no one else is available to go to this event.
  • ASLPT Outreach Meeting Report – Ms. Holmes said that Andover, Sutton, Grantham, Sunapee, Newbury, New London, Springfield and Bradford was all at this meeting.  Ms. Holmes said she met the new director and the purpose of this committee.  She said this is a study group.  They meet in Concord.  They talk about town/state mandates.  
OLD BUSINESS

Update/Follow-up on Lake/Pond Meeting – Welcome Packet –She looked at the welcome packet with June Fichter.  Ms. Homes had some good ideas for June Fichter to make it a bit more friendly and welcoming.  Ms. Russell said that the Sunapee Association gives out flags to people in the Chalk Pond area.  Ms. Homes said the biggest concern discussed at this meeting was  Storm Wastewater Management.  Ms. Holmes would like to have some good speakers that could speak on this topic, possibly at Old Home Day.  The committee will work on this at the beginning of next year.

Dues – ASLPT -
There was no discussion regarding the ASLPT dues.

NEW BUSINESS

Katheryn Holmes asked if anyone else would be interested in reviewing tree cutting site reviews.  Ms. Russell said that she would like to get involved in site reviews for tree cutting applications.  Ms. Holmes said that would be great.

LSPA Meeting with town officials report – Ms. Holmes reported that Newbury was not well represented at this meeting.  

Zoning Meeting – November 14th - Ms. Holmes said that there will be an application for a special exception for The Fells for doing a Commercial Business in a Residential Area.  Mr. Smith will not be at that one because he will be at a Selectmen’s Meeting.  Ms. Holmes asked if anyone can go to this meeting.  Ms. Holmes said that she will be going and will not be speaking as a chair as the Conservation Committee. Discussion ensued regarding this permit.

Violations and Complaints – There was a brief discussion regarding a property that has had violations at Chalk Pond.  

Carl Christensen also complained about a violation but the Code Enforcement Officer did not see a violation.



Other
The December meeting will be held on Tuesday, December 13, 2016.


Ms. Holmes made a motion to adjourn the meeting. Mr. Unger seconded the motion. All in favor.
